It is a governing principle of nature, that the agency which can produce most good, when perverted from its proper aim, is most productive of evil. It is the invariable habit of bureaucracies, at all times and everywhere, to assume...that every citizen is a criminal. The real abuse and neglect of America's children comes from the government prohibition of punishment for bad behavior.  Spanking is a high offense in our urine-soaked politically correct social-experiment society.  I have even heard of "excessive time outs" alleged as abuse.   Left with no suitable tools to deal with bad behavior and rebellion, parents have to resign to letting the kids raise themselves in the pop culture of his peers.  Parents can only dread the day the kid finally lands the family in the distorted fishbowl of the family court system.  Parents have no help, allies or friends, only institutionalized wolves. Such a kid has almost no chance to grow up to be anything but a non- productive narcissistic thug and incompetent consumer of government programs. Isn't that ABUSE?- Leonard Henderson

Studies: Money better spent helping family than on foster care

Foster Care vs. Keeping Families Together:
The Definitive Study
July 7, 2007

NCCPR long has argued that many children now trapped in foster care would be far better off if they had remained with their own families and those families had been given the right kinds of help.

Turns out that’s not quite right.

In fact, many children now trapped in foster care would be far better off if they remained with their own families even if those families got only the typical help (which tends to be little help, wrong help, or no help) commonly offered by child welfare agencies.

Bureaucracy on Autopilot
By Will Offensicht

...The American legal system also seems to have lost any sense of proportion. Christopher Ratte, a professor of archeology, recently tried to buy his seven-year-old son a bottle of lemonade at a baseball game. He was handed a bottle of Mike's Hard Lemonade, an alcoholic drink, by mistake. Officials noticed the boy sipping the drink and immediately whisked him off to hospital. He was fine. But the family was condemned to legal hell: the police at first put the seven-year-old into a foster home and a judge ruled that he could go home only if his father moved out. It took several days of legal wrangling to reunite the family.

...Where are the Protests?

...There are no protests because people recognize that protesting government abuse is futile. Our constitutional right to "petition our elected representatives for redress of grievances" notwithstanding, Federal law makes it a crime to say anything about a child abuse action, even if you're innocent. CPS workers routinely bludgeon their victims, threatening them with jail time for saying anything about how they've been abused.

...Unfortunately for Ratte and for all of us, bureaucracies don't learn from mistakes. Bureaucrats use mistakes - they blame lack of funds for anything that goes wrong and ask for more money so they can afford to make bigger and better mistakes.

What will happen if the Rattes sue and win some money? CPS will gladly pay the money - and ask for more from the taxpayers next year to cover the expense. They'll never reform their broken system to give back the children who should never have been snatched because the feds cover their expenses as long as they are able to hang on to the children. Any agency will lie, cheat, and steal to get federal funds because their own politicians don't like raising taxes to get more money from their voters. The feds won't deny them funds just because of procedural errors; the more money the federal bureaucrats shovel out, the more they can ask for next year.

Even if it's found that CPS violated the law in snatching and abusing this child, they'll say that the error was due to overwork which is caused by lack of funds and ask for more. The worse job they do, the more children they abuse, the more money they get. That's how the bureaucracy drags us into the abyss of the Confucian Cycle.

In the meantime, you'd better pray that CPS doesn't notice you. Get on their radar, and you're toast.

Woman accused of killing son worked in Child Welfare
Associated Press
May 9, 2008 10:45 PM ET

APPLETON, Wis. (AP) - An official says a Neenah woman accused of killing her 2-year-old son has been a part-time worker with Winnebago County's Child Welfare Division.

Police say the 27-year-old woman suffocated the child and told investigators she had heard voices telling her to kill the boy.

The Post-Crescent of Appleton filed an open records request for details on her employment, and County Executive Mark Harris released her job description Friday. It shows she worked part-time as a support specialist in juvenile intake.

She now is considered on leave from the job.

Prosecutors expect to file charges Monday.

Just think of all the families she destroyed and nobody believed them saying she was nuts.  I will bet good money she was on anti-psychotics to "maintain" her "normalcy" and that's what caused "the voices".  DOPE is not medicine.

Joseph Richardson, 39, was walking with his daughter Kaniyah (right) when a car jumped the curb at 95th Street and Wentworth Avenue. Angelo Thomas (left), 32, has been charged in the fatality and injury.
Chicago- With an out-of-control car bearing down, Joseph Richardson grabbed his 4-year-old daughter and held her up out of harm's way.

It was his last act -- and one that apparently saved his daughter's life.

Richardson, a 39-year-old father of three, was killed Monday evening by the car, driven by a man who police say was drunk.

The car pinned Richardson and his daughter Kaniyah against a wrought iron fence at 95th Street and Wentworth, police said.

Kaniyah survived and was listed in critical but stable condition Tuesday evening at Comer Children's Hospital, where a spokeswoman said she was doing well.

"He held the baby up to keep the car from destroying the baby, but it totally destroyed him," said Richardson's father, the Rev. L.V. Richardson.

The Adoption Incentives Act is up for reauthorization in 2008.

Created by the Adoption and Safe Families Act of 1997 (PL 105-89), the program was designed to promote and increase the number of adoptions from foster care when reunification is not possible (read "desirable") by rewarding states that increased adoptions each year.

The program is set to expire

Expert: Illinois' child protection system can be 'cruel'
Holbrook says he will research issue

BY GEORGE PAWLACZYK AND BETH HUNDSDORFER
News-Democrat

-Lethal Lapses investigative series

-Related story: Guilty until proven innocent: Parents accused of child abuse by DCFS fight to clear their names

Illinois' child protection system "can be arbitrary, capricious and cruel," even though it has made "significant progress," the executive director of the National Coalition for Child Protection Reform said Monday.

Richard Wexler cited a story that appeared Sunday in the News-Democrat about more than 3,000 cases of persons wrongly listed as child abusers by the Department of Children and Family Services. He cited the newspaper's 2006 series about the deaths of 53 children in the agency's care.

"The problems revealed Sunday and those revealed in the 2006 series 'Lethal Lapses' are not 'opposites' that need to be 'balanced,'" Wexler said in a statement issued Monday. "Rather, they are directly related. The more time DCFS workers waste persecuting innocent families and taking away children because of false allegations, trivial problems or issues that can be resolved without tearing apart families, the less time they have to find children in real danger who really must be taken from their parents."

...Wexler said that erring on the side of the child does not protect children.

"There probably is no phrase in the child-welfare lexicon that has done more harm to children than "err on the side of the child," Wexler said, adding, "The problem with the systematic abuses revealed by the News-Democrat Sunday is not that they hurt parents, though of course they do. ...

"They hurt children by subjecting them to the enormous emotional trauma of needless foster care. ... They hurt children by placing them at risk of abuse in foster care itself, where the rate of abuse is far higher than generally realized, and far higher than the general population."

http://www.bnd.com/homepage/story/331568.html

Just like an alleged "dirty house" being alleged "neglect", there is NO LAW stating "If you can't find anything wrong in a home invasion, "err on the side of the child- kidnap the kids anyway and slap them in Foster Jail, interrogate them and dope them out of their heads.  Lie to them, saying 'You can go home if you say something we want you to"  This system is infinitely more insane, evil and incompetent than you can possibly imagine..

$4 Million Spent on Antipsychotics for NH Kids in 2007
Should we Demand the State to Seek Damages and Criminal Prosecution?

... 'It’s gotten to the point where drug companies appear to hide side effects and illegally market their drugs as merely a minor business loss if they are sued. Hiding side effects that ultimately can cause death, dependence and permanent debilitation appears to be considered a standard cost of doing business. If regular blue-collar citizens committed gross negligence that they knew would lead to thousands of people being harmed, with some dying, and they did this for profit, and they committed fraud while taking such action, they would minimally be charged with second degree murder or manslaughter."

The great power of the GESTAPO was "Schutzhaft" - the power to imprison people without judicial proceedings on the theory of "protective custody." This power was based upon the law of 28 February 1933 which suspended the clauses of the Weimar Constitution guaranteeing civil liberties to the German people. The actions and orders of the GESTAPO were not subject to judicial review. Under the law of 30 November 1933 the only redress available was by appeal to the next higher authority within the GESTAPO itself.

I am a little fuzzy on WHEN the "clauses of the US Constitution guaranteeing civil liberties to the American people" were suspended.

The new film, SUPPORT? System Down, documents the injustices in American family courts, the effects of US Health and Human Services policy of providing block grants to the states, and the policies that states have developed to support this broken system.

SUPPORT? is a film that covers the everyday issues of stress, family, struggle, and suffering that families experience when put through the detrimental, winding maneuvers of the Family Court systems, which are flooded with more cases than the labor force can handle or chooses NOT to handle.

Hope's Boy
By Andrew Bridge

Editorial Reviews

From Publishers Weekly
In this memoir of a decade spent in foster care, Bridge illuminates the horrors of a system that, in its clumsy attempts to save children, he argues, all too frequently condemns them to physical and emotional abuse. The child of a teenage mother who divorced her abusive husband soon after Bridge was born, he watched helplessly as his mother disintegrated under the impact of isolation and poverty. At the age of seven, Bridge was dragged away from his mother, literally, by police and warehoused in an enormous California juvenile facility patrolled by armed guards. The state eventually transferred him to a foster family dominated by an obese, bullying Estonian woman who had survived imprisonment in Dachau as a child. At 17, as he prepared to leave foster care for college and freedom, Bridge finally had a reunion with the mother he never stopped missing. In his narration of this unending nightmare, Bridge shows particular skill in portraying his isolation and the defenses he constructed to survive it. He also has a talent for grotesques, particularly that of the monstrous foster mother who revisited the misery of her upbringing on her foster children. Bridge's obsessive focus on his loneliness and his two mothers is so intense that a more balanced picture of his life fails to emerge and his attachment to another foster child remains unexplained. Yet Bridge, a Harvard Law School graduate who has devoted his career to children's rights, has provided remarkable insights into a dark corner of American society. (Feb.)

Divorce and unwed childbearing cost taxpayers at least $112 billion each year or more than $1 trillion over the last decade. This estimate from the Institute for American Values is, as the authors suggest, likely to be an underestimate.

...Yet, even this is only the beginning. More alarming still are the political costs. For contrary to the beliefs even of most conservatives, divorce and unwed childbearing are not the products merely of a decadent culture. They are driven by government – the same government that is extracting $112 billion annually from our pockets.

Every Social Worker in the Westernized World should read this
Having children can be good for you - and society

In No Kids, a work of populist misanthropy, Corinne Maier taps into Western culture’s guilty secret: rhetorically it celebrates kids; actually it fears and dislikes them.

Jennie Bristow

...for today’s mothers, it’s a more subtle and existentially corrosive process, whereby you don’t dare leave the children alone for a second in case some vital aspect of their little being fails to be protected or nurtured, and life dribbles away with the endless quality time we are expected to expend. The upshot of this individualised über-parenting, this bastardised child-centredness, is not happier families or better kids, but a rolling resentment that leads to endless confessionals by self-appointed ‘bad mothers’ about how bad it really all is.

To give her credit, Maier’s No Kids thesis goes beyond the standard moans about her life as a mother to issue more abstract cautions. ‘You will inevitably be disappointed by your own child’, she states. ‘You can’t stop yourself wanting complete happiness for your progeny. Children are dangerous. They will take you to court without a second thought.’ (2) Ouch. But are these really arguments against having children – or are they further aspects of today’s warped culture of ‘child- centredness’? The widespread notion that parents and parenting determines everything about a child’s behaviour and wellbeing, from their weight to their literacy levels to their general happiness and the number of GCSEs/ASBOs they may receive, has led to a situation where parents are more likely to live their own lives through their children, and children to blame their parents for everything that goes wrong.

Whether it is the obsession with Finding the Right School – satirised in John O’Farrell’s May Contain Nuts (3), where the child’s mother is so desperate for her daughter’s life to turn out right that she sits the entrance exam on her behalf - or that popular parody of the therapist’s couch (‘I can’t hold down relationships because my mother smacked me once when I was two’), there is a recognition that there is something more than a little (mess)ed up about this culture of infant determinism, which simultaneously elevates parents into gods who hold their child’s chance of happiness and success in their grasp, and reduces them to the level of scapegoats to be beaten when anything in their child’s life goes wrong. Certainly, there is nothing genuinely child-friendly about turning the parent/child relationship into one of fear and blame. But that’s the perverse price of a culture of intensive parenting: the more you put in, the more is likely to come back and hit you in the face.
